Quotas go beyond stupid, and well into the realm of fucking asinine. It's guaranteed to cause bigotry and sexism along the lines of "She's here just because she's a woman. Wouldn't make the cut otherwise."

Guess what people with chronic illnesses have to use if they can't come into work but don't want to lose money, regular sick days. (May vary from company to company but still) they don't get special extra days off aside fomr regular old sick days because of their illnesses
