The problem with a nuclear weapon is that, if they brought it anywhere near a population center, radiation alarms would go batshit crazy.

The soviets built nuclear, autonomous lighthouses. After the soviet union collapsed, they were abandoned and looters got to them. The radioactive material wouldn't be spread that far and indeed the explosives themselves would cause more deaths than the radiation.

The only time you really see those are at freight yards and NPPs. Yeah, you might have geiger counters at school, but any readings would be so light, it'll be ruled off as a misreading. Anyways, why steal trucks to haul a nuke, when you can pack one in your car. ANFO or ANNM is typically the terrorist's bomb of choice when it comes to widespread destruction.
I'm actually pretty sure this is what happened in Jericho.

Since a suitcase nuke would be detonated ground level (assuming thems terrorists don't have flyin' superman powers) the actual raw destruction would be limited, but there would be a greater amount of irradiated dust and other particles. It's really impossible to say what a modern nuclear weapon would do if detonated ground level in a populated urban area. The last nukes ever used on cities were very small and air-burst weapons, and those finished off WWII, so technology has progressed a bit since then. If anything, these stolen U-Haul trucks are either for conventional explosives or a diversion for a nuclear attack employed by different means. For all we know, some dumbass is going to take an ultralight in the middle of the city to detonate something. That's assuming they're going to use a nuke. Chemical weapons aren't hard to manufacture, but inherently retarded in deployment. Biological weapons are a possibility, they pose an even greater threat. I could literally go on and on with various ways to deploy WMDs using DIY techniques, but at the end of the day what good will that do? It will just bore people, probably put me on some watch list somewhere and ultimately do nothing to prevent an attack. All the precautions that can take place are almost certainly being put into place or have been already. That's why they're saying "be vigilant" because the safety net only goes so far. If Average Joe sees somebody, say, leaving a suspicious backpack outside of a high value target and acting weird and calls it in, he may very well have prevented an attack.

We've had our security beefed up like Schwarzenegger during his Mister Universe competitions and still, every attack that was going to happen, happened anyway.
