That information was from the interview with Todd Howard which wasn't necessarily talking about TES V, however it is likely.

I don't see why everyone has their knickers in a twist over Gamebryo. I'll admit it SUCKED in FO3 but I never had a problem with it in Oblivion.

It wasn't the Oblivion version that really annoyed people, it was the fact that the game engine seemed to be getting worse as the games went on (up to NV where the engine is apparently more unstable). It was also that all of the games were riddled with the same problems.
I honestly don't mind a heavily modified Gamebryo, it only doesn't feel right in FPS's (Fallout, ughhhh).
Still, I'm really hoping for a new engine. Either way, I'm still going to buy it.
