Most of Western China is unoccupied. Resources? Vietnam has fuck all besides water, rice and fish. Power? Bureaucracy? If China takes control of Vietnam, they would need to put people in charge of Vietnam, and all the ailments and problems that come with it, like managing the economy or fucking whatever. There is no reason to do so.

More like China succeeded in taking control of Vietnam multiple times but it was too much hassle to manage and deal with rebellions so they annexed Vietnam. Again and again.

Why on earth would anyone need to conventionally attack the States anymore? One terrorist attack co-ordinated by illiterate extremists in a cave was enough to paralyze your country for a decade, with more of an impact on the day-to-day lives of citizens that any war in the past 50 years ever had.
