Because U.K and U.S intelligence believe that rebels while having chemical weapons, don't have the means to deliver the payload as effectively as we saw Damascus.
Its a shit situation with no good end. The best thing that could happen is that the rebels used the weapons and everyone including Russia and team up and crack down on there ass
