If someone made a apocalyptic game located in the Balkan and make sure that whatever happens in it could potentially happen in real life (under the same circumstances as the game), I would buy it with all the non-existent money I have.

Then let's dial it back down to what we could call RPGs and suddenly get even more bored with Russia.
It's a long standing tradition in Fallout that wherever the makers of the game are, that's where it takes places. This works very well because you can have towns and cities and landmarks that directly translate to real life adding some depth. Black Isles was in Cali, Bethesda in DC, etc. Plus Fallout is Mad Max in America that never got over the 50's. You can't change that-being in Britain would just be gimmicky and just would not work. It's just not what Fallout is.
