Heres how im seeing this going down.
The kid in the picture has a crush on Dredd, and ends up getting arrested by him. the image of them kissing is then placed in a dream bubble, only to be juxtaposed against a second image of dredd slamming the guy on the ground and cuffing him.
shows you how easily something someone said can be taken out of context.

Neither of them are Dredd. The issue is set in a gay nightclub where people dress as either Dredd or a perp.
