Same here in Latvia, 15euro/mo for 100mbps and the speed is the same 24/7. It maxes out to 12MB/s on torrents and fast servers.
But our country is tiny and infrastructure easy to upgrade.
I get .3-5kb/s on a good day and I live in suburban New Jersey :(

I pay like eighty dollars a month for this
I've got 500mbs down, 30up for 15$ and could get 1gbs down for 19$. 99% of the time I get over 300mbs.
All speeds are not guaranteed, this applies for everybody since we've got personal not business subscriptions.
To be on topic, I like this because there are wires everywhere, inside and outside. I would like them buried.

Its because nothing can be done, ADSL in the UK in most places is horrid so any ISP using that cannot offer the speeds they sell to a lot of people. Some ISPs are actually being investigated by the regulator (OFCOM) as its tantamount to misselling in some cases.

ISPs that use DSL or similar technology have to provide a line checker on their site where you enter your postcode and it tells you roughly what speed you will actually get ([url=http://stakeholders.ofcom.org.uk/telecoms/codes-of-practice/broadband-speeds-cop/consumer-guide/]rule 2 here[/url])
