I always thought it was only disrespectful to chew gum if your doing some public speaking or if your just chewing obnoxiously in some way (loudly, throwing the wrapper on the ground, sticking it to something afterwards, etc.)
Although it's pretty common for gum to not be allowed in American grade schools. I don't know if that's a thing in other parts of the world but my school had that rule for some reason. Either way Obama is an adult and a political leader. I think he's earned the right to chew gum sometimes.
