Exactly, it's common there, here it's not, which is why we're not prepared for it, and also why it's news.
There's also a very large difference between 50mph and 100mph.
I haven't read the entire discussion but let me jump in;
It's not just the geology that makes digging down power cables difficult, on average there are 14 people per square kilometer in Norway. We're an incredibly spread population. On average we'd make the government spend probably around $300 000 per person to dig that shiz down.
This is not the US. Our roads are small and single file because of the mountains and the spread population. Pretty much everyone live in villages separated by tall vallies connected by tiny roads. (with some exceptions, such as Oslo or LaparNar's place Drøbak)
Especially in Northern and Western Norway (where the hurricanes strike hardest)

US can't be compared to Norway in any way when it comes to digging down cables and such.

Underground cables would likely be worse in terrain like that, even the slightest shift in soil can sever the cable, while electricity poles can take a surprisingly large beating
plus, when something happens to an above ground one it's easier to find where the break is and fix it
Even most of the cities here use above ground cables, except maybe the large ones like Vancouver or Toronto
