Shouldn't the company that makes the cases and sells them to Apple also have some sort of rights to distribute the cases or kits, therefore allowing them to sell them to the 17 year old without anyone getting in trouble?

If Apple did all the R&D then they have the sole right to the sales. The other company is only a manufacturer. Put it this way, you hire a team of builders to build a skyscraper, but then after they've started the project you change your mind to the design and call a halt to it while you rework a new design. The builders don't get the rights to the old building/parts. They are essentially employed by you, as these manufacturers are contracted with Apple.
