While the minimum system requirements for Windows 7 may dictate it can run on older hardware, the problem is that tons of manufacturers never made drivers for NT 6+. So you're either forced to use generic terrible drivers that have no acceleration, or shit just doesn't work.
Another block to installing on old hardware is that many older motherboards have buggy ACPI implementations (ASUS is notorious for this), in which case Windows Vista/7/8 will refuse to install.
If DX11.1 is Windows 8 exclusive they can just simply keep it. I don't want to use Windows 8 since I'm fine with 7. Maybe I'll change to Linux.

Nah, it's pretty good in my opinion. If we take the start screen (which is better or worse depending on who you talk to) out of the equation, I'll say that Windows 8 is quite a bit better compared to Windows 7, no matter who you talk to. With the start screen in there, it depends on who you talk to. Personally I like it, it's better in some respects, has more functionality, and the only downside I can really think of doesn't really concern me. Overall Windows 8 is a solid OS, in my opinion.

You say "with the start screen out of the equation", but you can't really subtract metro from windows 8. It's featured heavily in the settings, you have to use the sidebar thing to even shut down, and not to mention the insane limitation like not being able to use the desktop in the RT version.
In my opinion, Windows 8 (especially the RT edition) is a disaster.

I do see your point, but since I use it almost on a daily basis for our machines at work... it's horrible. Even though you can get used to it I still can't really get to like it. It seems to be fucked up intentionally just for the stupid design, which isn't that great for mouse and keyboard.
A engine supporting newer features of DirectX doesn't mean it will be restricted to that version only. There are a few engines out there that have support for DX11 features, while still supporting DX9 for compatibility reasons. If a developer got their requests into the API, then they are probably going to use it, but that doesn't write the whole engine off the every user, especially seeing as 11.1 isn't a milestone release. If anything it will probably be like 9.0c was to earlier versions, mostly similar as it's the same milestone, just newer hardware/ OS can use better features.

I can't even get DirectX 11 to function properly on my Win7 computer (Radeon HD 6970. Should function out of the box but I've never been able to enable it on any games that support it). Soo, I guess I don't give a shit.

Windows 8 is great. Runs just as good if not better than 7, is basically identical in every way (except it has a new flat skin instead of the glassy one in 7) but has a few new shortcuts to speed up productivity.
Most people seem to think that you're stuck in the metro UI and that they've done away with explorer. That's false. You simply click desktop and poof, classic windows! That tile window you see is just the new start menu. It's actually a little better than the old one, looks prettier, and has some useful dynamic icons for email/weather/etc.
Instead of clicking start>all programs>autodesk>3dsmax 2012, just just hit start and click the 3dsmax icon. When you install programs, the shortcuts still go in the start menu and you can arrange them like shown below.
Using optional Metro apps, you get live tiles that show you weather/email/etc. Or place traditional shortcuts like shown.

The start is just about functionally the same if you use the keyboard to interact with it, and the fact it's flat instead of a tree should make it easier for people who are new computers to use it.
The problem is that you have to use the touch gestures to open the menus if you're not using the keyboard, which makes turning off the computer a bit of an odd interaction.
Edit: But of course Microsoft want you to use the Metro UI so that you're more comfortable with Windows RT where they can take away your rights to run what you like.
