I'd like to think that anything that might help prevent the situation is something to be considered. Going with a group is always better than going alone in cases like these, and keeping your distance too. With how persistent they are, everything that might help, helps. Like perhaps there could be a case of there being three men looking for people they can victimize. A woman travelling alone would be easy prey compared to two women walking with two men, you know what I mean. As ideal as a statement such as "keep doing as you please, women. leave it to the government to catch the perpetretors." could be, it's simply not possible. The government has to tell the women to take precautions because there is a clear threat to them.
