A friend of mine owns a 200mW laser, that's enough to light things on fire, though it might take a while, they're also illegal here.
This thing is 1 W, so it's five times as powerful.

I am pretty sure a parent wouldn't just let it's kid buy this without at least finding out how powerful it is. Sure, there are examples of really unresponsible parents, but when something costs more than 100£ the object is normally researched. No one would buy a shotgun for their kid if they know they kid can't handle a shotgun, just like this laser
