Actually, I know about people in the US that are >14 years old and has their own personal shotgun/rifle/firearm. (It may be pretty common, but i'm not sure.)

Well, then the guy who did it will most likely end up having to pay for the damages. Also, these lasers do not instantly burn skin. It takes at least 3 seconds to burn a black person, and around 10 seconds if the person is white. Also, if someone is pointing at you with a laser you'll feel a really weird feeling, and you'll be able to move before any harm is done. I know, because I've seen it with my own eyes.

Handguns are just as expensive, if not more, and a large percentage of households in America have at least one.
$200 is not something only few people can afford; any family with a current-gen console probably has enough to buy one of these if their kid pestered them for it.
At any rate, I'm more concerned with intentional misuse by mentally unsound adults (guns licenses require mental stability; it seems high-powered lasers do not share this requirement), rather than negligent parents who buy this for laser-enthused pre-teens.
