I don't think the point should be whether or not Trump meant it as an incitement of violence or just a meme because it's getting interpreted as violence by its audience. He also retweeted it to the official POTUS account which gives it even more weight than if he was really just trying to make a joke. The president should not be making attacks on journalism like this in the first place, let alone in a way like this which can easily be interpreted as a violent threat regardless of its original intent. It's reckless and irresponsible.
