This is really debatable and having studied this, I disagree that it was ineffective. It was effective because it undermined the competence of the regime due to how poorly they dealt with the bombing, in particular, as well as having the opposite to the Blitz on morale, negatively affecting morale because of how relentless it was.

Morally is a whole other question.
