That is definitely what it means in this context. That's why they're called gaming commissions.
There was a similar problem in the school my mother used to work at, there were kids who had been suspended so much for bad behaviour that they'd be told not to suspend them anymore even if their behaviour warranted suspension, so there were kids with behavioural problems who had staff dedicated to following them around for the majority of their time in school to make sure they didn't do anything fucked up. But predictably enough there isn't much that can actually be done once a child rages that doesn't involve physically restraining them and a big ass investigation always follows using physical force so some staff were like, is it even worth the risk of doing anything about it.
Kids with behavioural problems need to go somewhere with specialised staff who can give them the help they need where they aren't a danger to other kids, else you're failing behaved kids in favour of kids with problems.
