It's not exactly unheard of and has happened a lot in the past. For example, Capcom moved mainline Monster Hunter games to Nintendo consoles after Sony wouldn't pay them tons of money to keep Monster Hunter 3 on PS3. Before that, It was a Sony franchise. I also believe that Nintendo paid Rockstar so they could make a Grand Theft Auto on a Nintendo console...which ended up with Chinatown Wars being made. (Although I'm probably wrong on this part.)
There's also the fact that in it's first few years, Microsoft paid a ton of Japanese companies off to make exclusive Japanese titles for the Xbox 360 in order to generate interest in the console in Japan. (The Xbox and the Xbox 360 haven't had very good sales over there.) They had stuff like Blue Dragon and Eternal Sonata in the first few years of the Xbox 360's life. Some of the games, however, ended up getting ported to PS3 later on (with new content at that) and Japanese gamers would just buy the 360 versions of those games when they came out, then sell it and the games after they were done with them.
if anyone is paying rockstar to make timed console exclusive games, it's sony. rockstar and sony have been really close and sony has been bribing rockstar even way back when gta 3 and san andreas came out, for timed exclusive.
they even made a deal for two exclusive GTA games that never came to PC (as well as that exclusive game Agent that still hasn't seen the light of day).
iirc GTA 4 was going to be exclusive to PS3 but microsoft bribed them with 70 million dollars to keep it multi-plat and timed exclusive DLC

Halo is essentially already dead under 343i's control so the sooner it comes to PC, the sooner the dedicated modding community (of the first Halo atleast ;_;) can get everything back on track.
I'm waiting to see a community made, full remake of Halo 1 in the Halo 3 or Reach engine that's hundreds of times better and more faithful than what Saber Interactive and 343i could ever pull off (CE:A was pretty shit actually for a number of reasons).
And I have no doubt it'll happen if the later titles were ported over.

I'm already working on one enhancement, but man; I'd LOVE, LOOOVE to remake Halo 1. Sounds so fun: plus it's graphics lend itself to being pretty simple (I mean, the textures are pretty simplistic, aside from the forerunner designs, it's basically metal, dirt, grass, and that's about it)
Next Gen Consoles are AMD territory. I can see why an Intel guy says this.
It's actually surprisingly how effective this strategy is.
I only bought an xbox 360 to play GTA IV back then, and I ended up buying accessories, additional games, etc.

Honestly it makes no damn sense that Microsoft hasn't opened their eyes and embraced the audience that swears by their OS. I mean really, what the hell?

Microsoft makes more money off of people playing on Xbox than they do off of people on Windows, hence why they've been putting in next to no effort into PC gaming for the last half decade.

microsoft gets more money from people buying xbox and playing xbox games. especially when it comes to online

But surely Rockstar would realize that the profit they would gain from releasing on PC would be much more than a payoff?

Actually nevermind, If I think about it for more than 5 seconds I can understand.
Going about releasing the PC a bit later, I believe they have to optimize it with many hardware, since consoles have a fixed set of hardware, PC has many different hardware rockstar has to work with.

IV was "delayed" because it hadn't even been ported to the PC yet. It didn't even exist until sometime after April 29th of 2008, that's why it took over 7 months to release because it was being ported over during that time. It played shitty and was an unoptimized piece of crap because it was a straight up console port.
BTW, for those that aren't knowing, they have taken a completely different approach with GTA V this time around. As the developer build log discovered in the PS3 disc of the game clearly shows that it was already in development long before the console versions released -- which is a first for PC versions of GTA.
The log report also shows that it was being developed concurrently with the 360/PS3 builds. The PC version of Max Payne 3 was excellent, and it started a new "era" in the way R* would handle future PC versions of their games (according to R* themselves). And given the fact that GTA V is an even bigger and more important title, I'm pretty confident that GTA V on the PC has gotten the same treatment.
As for the whole exclusivity claim, I wouldn't put it past R*, Sony or Microsoft to do such things. The latter have already been seen doing such things in the past.

Dumb article is dumb. None of the information in that article is newsworthy, and they make claims about having "sources", but fail to cite who these sources are.
This is a dubious article that parrots common assumptions that are based upon past traditions. There is no reason to consider this information as confirmation of anything, since it's not even good information to begin with.

Then how come we never saw Fable 2 on PC? Why was the third one a shitty port that came a year after the 360 version? And why was Halo 2 not only so late but also the latest in the series to come to PC? Sorry, but if you're denying that Microsoft are trying to keep games on their consoles and away from PC, then you're denying the facts.

I have really wanted to play Fable 2 because according to a lot of people it's like the best in series right? Has the perfect mix of sword,magic, and musket play and etc?

Fable 2 is a great game, I love it, it looks good, plays out well and the only thing kinda shitty is the story but that's okay. Personally I will always prefer The Lost Chapter butmostly because I think the story, characters and music is better.
I don't know why Microsoft decided to make the Halo sequels console-only for so long.
Halo 1 seemed to do very well on PC, and people played it for literally years after it was released (even after Microsoft pulled the official server).
But then... Maybe that explains it.
PC games have a tendency to last far beyond the shelf life that executives would like. You'll still hundreds of players who exclusively play ancient games like Freelancer years after they were supposed to fade away and be replaced by other games.
Mod-ability also extends the shelf life of games further, which is again a PC-only feature really.
Console titles are very rarely built to last more than a few hundred hours of game play. If they were, sales would suffer at least a little.
Just imagine if GTA4 had full, simple mod-ability like everyone wished it had, and a real SDK.
People would have probably made better sequels already, than GTA V offers... Total conversions to various cities and locales around the world, and they'd have hundreds of thousands of downloads.
And then you'd have less people baying for GTA V and willing to pay lots for it, than you would if you'd locked down the engine.
