It ain't the gravity that caused her atmosphere to dissipate. It's the planet core: it doesn't produce enough of a magnetic field to prevent the atmospheric erosion caused by solar winds and cosmic rays. And you'd probably need some kinda high-power nuclear device to restart it an' shit. Wait, I think that was from The Core...?
I dunno, but the point still stands: the planet core doesn't produce a strong enough magnetic field, thus meaning all the atmosphere got eroded away.

Titan can hold it's atmosphere most likely because it's much farther away than Mars and because a lot of the time it's protected by Saturn.
Mars wouldn't be able to hold it. The Sunwinds would blow it away as there is no magnetic field.
