The only reason it is poaching is because the man didn't have a license. If he was simply out for profit then he should have actually bought a license but if he was too poor to make ends meet then it shouldn't matter.

A single large shark fin could land you a few thousand (some native fishermen in island regions kill a few sharks for their fins then sell them and become the richest person in the tribe overnight.) , a whale could land you a few million, but you need some buddies for that. I'm not sure what price ivory goes for these days, but I'm sure it's high. These shellfish are probably cheap though. Usually when a country doesn't issue permits, that means they don't want you doing something. It doesn't give you the right to disregard the law and do it anyways. Broke my automerge.
