Plus, pulling a stunt like screaming at the top of my voice and rolling on the floor was never something I'd do, my parents taught me to behave in public. We can act as terrible as we want at home, in the presence of family, but outside? To the public? It just wouldn't happen. But like I said, nowadays parents seem to think it's all part of "growing up" when their children tantrum and act like terrible little shits. I'm actually genuinely stunned that no one has referenced Trayvon Martin and played the race card here yet... While it may SEEM that handcuffs were an excessive thing, I honestly don't feel they were in this case. If you're a police officer called to a situation like this, and you have a fairly vocal 6 year old ripping things apart, causing mayhem and refusing to calm down, you might just be inclined to cuff them to quickly and easily put an end to it. You can't just walk up and slap the kid on the backside and expect them to miraculously stop trashing the joint. No that's stupid, he should have just shot her, right? That seems to be the go-to thing for cops in the media these days.

This type of reaction to the situation is perfect; if they're talking about changing the policy, they should change it so that all kids throwing Chernobyl-level tantrums get sent to the station. You're spot on there. I think this situation is actually perfect for bringing these matters right into the light. If someone like this child is going to absolutely flip out (and let's not go into WHY... upbringing or school situation or any of that waffle) who has the necessary power to stop them? The police are there to protect and serve, and any harmless degree of force should be readily available to use on someone under the legal age in order to maintain peace. This is the kind of situation where people would normally expect an overshow of force by the officer and a subsequent row with the legal system over it, but in this case it seemed to work perfectly... That's what happens when you get handcuffs put on you - they're meant to stop you in your tracks and restrain you. What would they have preferred? To let the kid continue on an unimpeded rampage for as long as she saw fit? Not a chance - someone had to intervene. They likely called the police primarily because they were unsure how to deal with the situation, leaving the officer as the one person readily available who could. And good on 'em.
