NASA is funded by the general population, most of whom don't give a crap about space, SpaceX is funded by people who actually care about technological advancement. Arguably, SpaceX is doing it for potential profit, but NASA is being allowed to do it because the government sees what it's doing as a potential for profit just the same; they just see it as being less profitable so they withhold funding as a result of that opinion.
