I've always held the firm belief that anyone who drives:
a)drunk
b)on drugs
c)while talking on the phone
d)over the speed limit
should be stripped of his license permanently and be forbidden to drive a car.

No it's absolutely not
You should have both hands free in your car in case something happens - I drive frequently with one hand on the steering wheel but I have never texted, and every time I call someone it's with speakerphone and usually it's on my dash.
I absolutely can't stand distracted driving - speeding is fine since you and everyone else are usually going 5-10 over the limit, but every time someone pulls out their phone they're just terrible at driving. Texting is infinitely worse for obvious reasons.

I'm talking about [I]over[/I] the speed limit, as in dangerously over. And no, I usually use my loudspeaker or stop somewhere if it's that urgent.
Oh, and believe me - when something happens you need BOTH your hands to be available.

I don't know what its like in Edmonton, Canada, but some places oh yes it is.
Here, Florida, driving tests is the easiest stupid fucking thing in the world. You don't even have to drive on the road. My test consisted of me taking a 40 question test (half of which was "What does this sign mean") and a few months later I took the driving test. It just consists of driving around in a parking lot for 4 minutes.
I almost hit a pedestrian and I passed.

the thing is that its so highly anecdotal because what distracts you may not distract another person. for me, driving while talking on a phone does not distract me or affect my capabilities at all. actually it requires so little effort from me i sometimes call people to pass the time. i see a lot of people who fail to signal/slow down/steer poorly/etc when on the phone but i never understood how they can't handle it. i dont text though unless stopped.
if there is ever a case in which i need both hands free i will drop the phone.

if i were to actually have a driving test that involves using a phone and it was the same standards as any regular driving test, i guarantee i would pass with flying colors. even parallel parking. i don't even see why you're attempting to challenge an [I]anecdote[/I]. it's an anecdote for a reason: it's not applicable to everyone.

this is about as valid a claim as "I can conjure fireballs out of my hands"
cars are designed to be operated with two hands and two feet (unless you have an automatic)
the rate at which your driving quality declines when on the phone is different for different people but if you're on the phone and something happens it's that much harder to react
also you can't compare a phone conversation to a passenger conversation because not having one hand available in your car is a pretty serious difference
