That just looks like a normal sized cat on a low guage railway.
It's obvioulsy smoke and mirrors, he built a railway that was 5/6 the scale of real life and placed a normal sized cat on it, making it seem like it's slightly bigger than usual.
Funnily enough I just watched the episode of monster quest were they investigated this....

Helensburgh is only a 15 minute drive from me. There's tonnes of big cat sightings around my area. A friend and I actually found a sheep that had been killed by one. Well, it was either a large cat or there's something else out there in Scotland big enough to kill a sheep. This isn't really anything new. Admitedly, there aren't many videos or photos of them as they're quite elusive, but we know they're out there.
Owning large cats, like cougars was quite popular, until they were banned under the Dangerous Wild Animals Act. Most people got rid of them properly, but some just let them out into the countryside. Give it 30-40 years. and the number grows quite large.

Standard guage rails are the same width as an average blokes foot. The average cats are wider than the average blokes foot.
Narrow guage rails are smaller.

I know it's a normal size. Some cats really are that big. I had a cat that was as big as our (then puppy) Labrador.
