But we're looking at it from a technical point of view. To actually do this, one would have to snoop in on emails sent and websites visited to SUSPECT the person in the first place. True, it wouldn't be manually done by humans, but some people have (understandably) a problem with this. What if secure emails need to be sent? There are many legitimate reasons why a person would not want even a robot looking at their emails.
As for terrorism, the terrorists may be stupid but they aren't stupid enough to not know how to use Tor. And yes, exit nodes aren't always secure and the exit nodes aren't encrypted, but that's not where the UK is monitoring...exit nodes are usually in Brazil or somewhere with similar (lack of) internet policing
So all the UK police will see is encrypted gibberish
Overseas police might be in with a shot, but it's unlikely
