The one thing I don't understand is number 4's "report the sale of more than 1,000 rounds of ammunition to an unlicensed person within any five consecutive business days." What is the government going to do with such information?

Why keep track of a single bullet when you already keep track of the rifle that fires it?
I usually disapprove banning/restricting sale of guns and ammo, but this I have no opinion on. Actually I just read #2, and that is the stupidest part, the others I don't care on, but that #2 is stupid.

Also, what if the bullets were destined for a non-registered firearm?

Why can't you just put in orders for 999 bullets at a time? I'm sure dealers would accommodate for this. The law is stupidly specific.

Cocaine and other drugs of the sort being illegal have only caused trouble for police forces and governments. If someone wants something, drugs or weapons, they will find a dealer that can provide it to them. Typically that item gets to the dealer after an extreme amount of violence.
