Online sales would probably still work if you sent a scanned copy of your license in. But there would probably be a bunch of bureaucracy and identity verification and make it more hassle than its worth.

To get a 20 round box of 7.62x39 would be about 8.50 at a gun show.

Well there's also the fact that the creation of the Soviet Union and Nazi Germany are both kinda linked to the First World War.

You're nuts if you believe that the Soviet Union not going to war with Germany would have ended well.
Buying ammo in bulk is about the only affordable way to do so in many cases. You get together some of your friends, pool your funds and buy a round that everyone uses. I know people who shoot very expensive to shoot guns (semi or even full auto), and it can often cost several hundred dollars to do so in one day. The people who want to get ammo for bad things are going to regardless of what they do to restrict it.
