It isn't gonna make the little shits that dont pay attention any smarter (which is what 90% of most schools students are), so why bother bother?
I would rather have smaller amounts of useful education than large amounts of shit education.

I would say just simply make it all year with smaller consistent breaks. That way, 2 - 3 months during the summer don't just go to losing things you learned from the previous year.

I've had my share of bad teachers that can't teach and useless classes that help nobody in life what so ever.
Now that I'm done with public education, I can say I support this. Actually I would support this even if I was still in school, I didn't really do anything interesting over summer break when I went to school anyway.

Except our school still had a month or so long summer break that everybody had off instead of just the separate groups of students.
I fully support lengthening the school year, as it would eliminate the period of the year when you forget everything you learned the previous year. Hell, winter break is too long for me.
