Ever. It's like drugs being sold as plant fertilizer, it's illegal if you market it for human consumption. Putting it in your bath would do sweet fuck all. Your friends experience sounds exactly like an MDPV overdose. How much did they eat? An active dose is about 2-10mg. That's why these fucking "bath salt" shit is dangerous.
