Uh... dude no. Wood is fucking expensive. Especially Cedar, the kind of wood he used.
For my raised bed garden I spent about $550 just in wood for the garden boxes and the enclosure, and most of it was PT. I only had 4 cedar 4x4 posts and 13 cedar 2x4 studs, and those made up over half of the $550 cost.
Something this big made 100% out of cedar is DEFINITELY going to cost a lot of money. Especially in Canada. A single 2x4x8 cedar stud in Canada is CAD$8.80 and a 4x4x8 is CAD$22.28

Its awesome as fuck but its really his shortsightedness that got him into this mess. Just because something is nice doesn't mean that rules and regulations don't apply anymore. really, he should have gone the official way, especially if he spent so much money and effort, it just seems sort of self-sabotaging of him. He basically set an awesome thing up to fail. I mean, did he think everyone would just agree that its cool and neat and just look the other way? That just seems naive and delusional.
That being said, I really hope the city council cuts him some slack and lets him file a permit in post, but its not clever to bet 30k on people setting aside the established rules he should have informed himself about in the first place, on behalf of appreciating his effort. Still, best of luck to him
