No one likes muggers, but people still get mugged. To argue for a perfect world without rapists is to argue for something impossible. Prevention like, "Don't go down dark alleys to lower the chances of getting mugged" and "Don't get drunk around people you don't know/trust" are the results of living in a world that isn't perfect.
prevention is like saying you should put your seat belt on because regardless of whether YOU'RE doing anything right/wrong, some fucker can still crash into you i mean no-one should crash into other vehicles, we shouldn't have to adjust for other people's bad natures but that's the world we live in and the way i see it, you have to put on your metaphorical seat belt for whatever situation you're in fyi i do think rape is wrong but the fact of the matter is a lot of people don't care that it's wrong and will do it no matter how much it is condemned. i mean eating people is pretty condemned but you still hear stories about cannibalism (feel free to replace cannibalism and eating people with anything that is considered wrong) it's why i think stuff like "Teach rapists not to rape, not victims to avoid" doesn't work 100% because people will still do the wrong thing no matter what punishments/upbringing they get, you can only reduce any crime so much until you get the people who are just bad apples who would do it regardless of any laws/.

Its preemptive measures to avoid a situation, not a "haha told you so" if it was a told you so then people would say that and not try to give the info to everyone instead of just rape survivors. Really it comes down to rape survivors hearing the advice and wondering if that would have helped them and thinking yes it could so you turn the anger outward. If someone had said "avoid that jogging route there are shady people there" would you have rather known that or would you rather someone stops them telling you that because its "victim blaming" despite there not being a victim yet? If the advice is out there it helps more people than it hurts. Please understand this because leaving people scared to give advice will just mean more people will suffer through terrible situations.
Coincidentally I heard this song playing yesterday, at my college, in the main atrium. No one got anally devastated and everyone went along with their day.
