According to Bloomberg, while the US's average gas price ($3.69/gallon) is only the 51st highest in the world, the average percentage of income spent on gas in the US (2.99%) is the 9th highest in the world.
On the other hand, Norway has the highest average gas price at $9.79/gallon. The average Norwegian, however, only spends 0.86% of their income on gasoline, which is 51st in the world.
These statistics prove that the average American has a greater "pain at the pump" than the average Norwegian.

Even you're oversimplifying it. Just using the percentage of income paid does not give an accurate comparable figure with different countries. There are way too many variables to compare.
Both the price per gallon and percentage of income is a bullshit statistic when comparing different countries. You cannot, because there are so many other variables.

And I commute 112.6km per day (70 miles) and am currently paying $4/gallon (car only runs 93 octane premium) in a car that gets ~18 miles per gallon if I really try and squeeze the most fuel economy out of it (gets ~22-23 mpg highway, but stop and go gets me when I hit the city).
Antocedal evidence means practically nothing.
