I don't know what it is about Japanese devs, but they either outsource their development or higher western devs. If a studio doesn't do that, for some reason, and I don't know why, but they either make portable games or just port their 90s hits to any modern platform. Kojima has a team made up of mostly westerner developers, most of Squares releases are made by Eidos, if not, it's usually a port of an rpg to a modern platform.

They get it. Needless to say I'm buying whatever console has KH3 on it just because its going to be so good
