The part where you say that the generals and the troops send to Finland were green is bollocks, Stalin sent the very best of his forces against Finland as in means to hope they'd die off. Which worked quite well given how utterly slaughtered they were at the end of the war.

You seem to have very bright impression about Winter War and how the finnish defenders fared. In our view of things, it was quite desperate uphill battle, we lacked equipment, weapons, ammunition, hell, even uniforms for our soldiers. And the few soldiers that we managed to get to the frontline were taken off from the villages behind our lines, which the russian paratrooper commandoes attacked, murdered off from their villagers and burned to the ground. These kind of attacks happened unfortunaly many times.

And towards the end of the war we were militaristically elapsed to the very bones, when the peace was finally declared, our military was literally only single week away from collapsing.

In a war between 2 sides or more, usually each side has a goal. Nobody goes to war thinking nobody on their side will die, generals usually decide on a goal like "capture the enemy's capital" or "force the enemy to surrender on favorable terms", but the generals usually decide when will be a good time to stop the war and try for peace, "if we can't reach our goals in 2 years, or if 3/5 of the men we send to the battlefield are killed".
So sometimes a country can reach its goal which was taking the enemy's capital and thereby forcing them to surrender (for example the Franco-Prussian war in 1870-1) and while it may have lost a significant amount of troops, if the generals have decided that it's "worth it" then you could say they have won the war, they've completed their objectives and didn't let the enemy complete his.
