Everyone loses, but generals who plan wars and stuff, consider it a victory when their goals have been achieved and not too many of their soldiers die.
For example I could say that no one wins a basketball game because you can never ever block every single point your opponent can get, it's always something like 50-70, but the match is still won because you've got the highest amount of points, regardless of all the points your opponent also got.
