Lots of destruction, little amounts of radiation. Unless you have some random guy launching it, the nuke will just hit and in a fraction of a second sublimate dozens of thousands of troops without leaving radiation behind.
There won't be any huge cloud of radioactive materials floating around. The other countries won't have to worry.

They are nuclear weapons, they are too powerful, and would destroy relations with every single country. If we sent them via ICBM there is a very good chance that China and Russia would throw their shit back. If we just bombed them out of nowhere via plane then the entire world would lash back at the unjustified sneak attack, and every armed country would have their finger inches from the launch button for years. If it didn't cause a world war immediately, it would thrust us into a state of perpetual tension, a new cold war.
I like how everyone thinks small threats means World War 3. Sure something should be done but that's not the route it's going. Not yet anyway.

I didn't ask why, I just don't know if it's still that big of an issue to them compared to the '50s.
If South Korear manages their micro out very well, they might have a standing chance against the massed forces of North Korear, since they are going to run out of minerals after they spend it all on cheap Tier 1 troops en' masse. Also if the South sends in a quick raid into the Norths' base they might totally cripple the supply of the Communists and claim the match

-Fast
-Efficient (Lots of destruction, small bomb)
-Clean (Not much radiation)
And that is solves the North Korean problem in a flash!
As long as you don't target civilian areas it should be fine.

Do you want to live in a world where nations throw around such a powerful weapon all the time? Where a nuclear weapon can be used for anything from a full scale war to a border dispute? Nuclear bombs are far too powerful, they are better off locked away forever.

Just the surrounding ones, like China, Russia, and South Korea. Simply inform them that the blast won't leave radiation and will be targeted at the NK military. Let them watch.
Once every country knows exactly where the bomb hit and how much radiation was released, they'll say "Oh, our fears of this strike were unjustified! Now that NK's military has fallen we can send regular troops and take the cities and all!" and everything will be right in the world.

If you had a Weapon that could destroy your opponent in one fell swoop effectively ending a War in Hours not Days, Months or Years I would seriously consider it as apposed to wasting the lives of our servicemen and women and the lives of civilians in a conventional War Just because it'll make us look bad.
There's Dealing with a threat effectively, and then there's throwing Lives into a Meat Grinder for PR.
And I highly doubt that we would launch a Nuclear weapon without alerting China and/or Russia that it isn't aimed at them.
