Since they pretty much accelerate up to full speed nearly instantly Also, bolt rounds fucking explode, unlike traditional bullets, so even at low speeds in close quarters they're gonna fuck you up. Infact with bolt rounds in close quarters the major problem with them is going straight through their target and not exploding (as the inner fuse hasn't had a chance to set at close range)

An electric sword does seem pretty sci-fi/fantasy; probably not entirely practical but it's still kinda cool.
