No, we shouldn't. All that would do is make it more inconvenient for good people to have kids. Do you really think a license to conceive is going to stop irresponsible or stupid people from having kids? Just because a license is required for something doesn't mean it's automatically going to apply to everyone with no problems. What would the penalty be if you have a kid without a license? Does the kid get a forced abortion? Do the parents go to prison? Does the kid get to grow up not knowing their parents?

Again, natural selection has nothing to do with anything anymore. It's inappropriate to even bring up in this context. Also, just because somebody is raised in a bad environment doesn't mean they'll go on to be bad people or bad parents. That's a very general and ignorant statement.
I understand you have good intentions but as Edthefirst said, the road between restricted breeding based on intellectual merit and "removing" people with sub-par intelligence is very much shorter than you may believe.

Yeah I'm pretty sure it IS unethical to deny people breeding rights, even if they want nothing more in life than to have children (and would make good parents), because another person decided they weren't intelligent enough. If you're really convinced it's a good idea why not, instead of denying them outright, teach them what you want them to know so they can better themselves (in accordance with your wishes)?

They raise stupid children yes, that's why we already have a system in place. It's called the child service system. Obviously it doesn't fit your ideology, but it covers a large range of parenting issues.
Besides, who gets to decide who is unfit for breeding? What is the criteria going to be based on? There are parents that will spank their children and others that are completely opposed to it. Parenting isn't a science. Hell there are millions of baby books and many of them contradict each other. IQ tests can't be utilized either since measured intelligence has nothing to do with personality and other factors.
Besides as Dysplasia posted, just because a few idiots kill their children doesn't mean all idiots should have their human rights revoked. Just because a small percentage of the human population rapes doesn't mean all of us should be banned from sex. etc. etc.
