but the north koreans are so bloody incompetent and impoverished that they can't even make 1945-standard nukes
one of their little firecrackers would probably do less damage to seoul than a good conventional carpet bombing

War would already be easy. The issue is, depending on how loyal (or fanatical) the inhabitants are it could devolve into some terrible insurgency that causes horrific damage to the south and North Korea would wind up being significantly depopulated. There's also the issue of the artillery pointed at the south which could probably cause some significant damage, not to mention the fact that the South would wind up inheriting the economic damage that exists in the north. Because of these reasons war would be very risky and messy and obviously I think most people would prefer a diplomatic solution if possible.
People forget that the army in the NK is basically a forced profession. You can either be in the employ of the government in one of the cities, you can be the equivalent of a serf, living in poverty, or you can be a soldier. Given the circumstances it's unlikely that the military is very loyal and the military may simply wind up with a mass desertion issue the second it's mobilized. Their equipment is by and large 70's hardware, very obsolete. The country has not had any economic power for at least a few decades, and as such it can't afford to buy newer generation goodies.

The high government is batshit insane and/or very high on their own fumes, but the actual inhabitants of the country just do what they are told, given that there's not much other recourse unless you like being tortured, killed, or working in a slave labor camp.
