That's what I'm thinking. I've been waiting for it to be like $30-40 with Rising Tide, so $15 is very tempting. I played Beyond Earth before Rising Tide was released, and it was very meh. But I've heard a lot of good things about Rising Tide.
Just picked up Enemy Within last night full price... Time to try and get a refund and get this instead haha

I'd say no. Rising Tide is pretty much BE's G&K - it's an improvement over the base game, but it's still missing one more expansion-sized balance and gameplay revision pass, just the way BNW was (mostly) the finishing touch for V.
The overhauled diplomacy system is interesting but is broken as fuck in some ways, and the new way the AI adjust their relationships with you under the diplomacy overhaul is presented to the player in about as annoying a format as Cities: Skylines' Chirper twitter-like feed. The notification sound for these becomes maddening eventually.

I wish I had read this thread instead of finding out about this bundle through other sources.
All I wanted was Civ IV to play with my cousin, and give my XCOM keys to a friend who wanted to try it before XCOM 2. And now all I've gained is Civ IV and everything else just vanished into digital air

They don't always do that but when it's someone big like firaxis yeah it's not surprising they bundle it like that. I bought the also currently on FMV bundle and it's all seperate keys.
I got my dad into XCOM: EU, so I got him the bundle to get him EW, and now almost all of Civilization to boot. I'm hoping whatever extra games they add are Civ V DLC.

Starships is in beat the average, Beyond Earth is in the $15 tier.
Bit of a shame, the whole one big key thing. I was hoping to sleaze the Enemy Unknown DLCs from people who already have them but that's not going to happen now.

They do that so they can sell the fixes back to you as DLC.
I played Civ3 years ago on CD-ROM, never really enjoyed it that much, but I loved the concept. Honestly the only game I have on Steam in this pack is XCOM, and I loved the shit out of, at least until it became way too fucking hard.
I bought the $15 package basically just to play Civilization 5 and the DLC for XCOM, but I'd definitely want to try Pirates! and all the other games in the deal that I just never had time for. Civ5 has always looked a hell of a lot better than 3 to me, so I'll be trying that too.
As far as it goes, I definitely see these "Grouped Keys" being bad for people that own most of the games in a pack, but for me it's actually kind of convenient compared to copy&pasting every key for every game, they should definitely add some kind of individual gift options for each game though.
i'd happily pay more for individual keys.

Steam won't give you two copies of the same game, so it moves it to your inventory.
Some dude on reddit said it happened to him to, but didn't specify what game in the bundle it actually was.
Overwhelmingly people are reporting that it [I]isn't[/I] putting extra games in their inventory as is expected from what we know about this stuff so, I wouldn't buy it assuming that it'll do that.
I can say for sure that I bought the $1 tier for Enemy Unknown and didn't get any spare copies of the games I already owned in it.
