Their budget is healthy at about $100bn, which is quite a lot if you take into consideration the typically less maintenance, attention and money required with Russian weaponry, the current number of active troops etc. Plus buying from state owned defence companies might cost less than buying from a company like Boeing, Raytheon or any other private defence contractor. Also, the state defence order actively has money allocated for the procurement of modern equipment so your entire post is pretty much incorrect.
