tumblr has age restrictions and if you upload NSFW content your entire blog gets flagged NSFW, summarily removing you from search results, user suggestions and other visibility to users who haven't toggled off nsfw filtering. Also while tumblr allows pictures and gifs, there's apparently zero tolerance on uploading actual videos. Doesn't do much but I'd guess it has something to do with how they filter search results and index things for google, and they don't want people to use it as a go-to source for porn vids. That'd probably get them marked as a porn app real fast

'15 second porn' is already a thing on reddit, essentially just supercuts. There's others dedicated to just looping stuff over a couple seconds, no idea what the names are for that content but there's a subreddit for it
