There is no international maritime laws requiring a captain to go down with the ship if not everyone makes it out. There isn't even any law requiring him stay on the ship. I believe it is a specific law to South Korea which makes it a illegal to depart the boat before passengers, but I am sure it doesn't mandate that the captain go down with the ship. The captain is at fault but he shouldn't shoulder all of the blame. Judging from the article it looks like private companies managing the ferry made alot of "mistakes" that were allowed because of corruption.
If he has ordered an evacuation, the ship didn't go down and people die from hypothermia etc people then ask why he ordered that. If he ordered people to deck there could have been injuries or other probelms. Of course it turns out ordering an evacuation was the best option but considering the enviroen he must have been in it would have been hard to make the call. Of course he is trained etc but people calling for him to 'rot' are just ridiculous. Even if he was cowardly and made a bad call, he is hardly on a level with murderers etc. Honestly I think everyone should wait for an investigation and any trial before having such extreme reactions.

I assume that the reason he told everyone to stay in their rooms was to avoid people spilling over the edge of the deck when it started tipping further (due to the temperature of the water), but some reports indicate that this was within sight of land and thus people that went overboard could have had enough time to make it to shore or other ships before hypothermia settled in (as opposed to being needlessly entrapped to suffer the same fate in rooms). In addition, the cause of the sinking itself was due to poorly secure freight and most likely a mechanical steering failure, when the rooms were overcrowded to begin with. This situation is just a mess of neglect in general.
