It's really nothing like twix aside from possibly the appearance. I personally like Twix better than Bueno though. I mean... I love the kinder chocolate, but the consistency and stuff of Bueno is just too dry and empty, like a cracker.

We've been over this several times now: they're banned as a side effect of a law that states you can't conceal non-food items within food due to a choking hazard (and we've also been over before: fortune cookies are legal because paper can be safely ingested). It's a fairly sensible law, it just makes for some strange technicalities, like most other laws do.

They do sell foreign candy in the US. You probably won't find it at Walmart or grocery stores. You'd have to go to a specialty candy shop because they're typically more expensive than standard Hershey's or other mass produced American chocolate. (costs of importing, etc)
Of course there are bunch of small confectionaries in the US as well that make their own chocolate that aren't Hershey's.

Also I don't think it's illegal as in "can't own it", but rather just banned from import and sale. So you could probably even legally import them in you luggage.

I don't think these cases are stupidity as much as people willing to exploit any and every slight edge they can get and sue the fuck out of everything because our legal system is fucked up.
