You are not accounting for a couple of things: When people are employed they have money. They spend this money on things like buying homes, cars, etc. That money employs people. Not to mention they pay taxes on those wages.
Plus, when you build infrastructure you HAVE infrastructure, for years and even decades. That bridge they built may not employ them more than the couple of years it took to build, but society will have the use of that bridge for however long it lasts.
When you spend money on mega weapons you have jack shiat. Those are weapons that by their very nature can't be used. And even if by some crazy set of circumstances we did use one on Iran for instance, all we'd have afterwards is one less hypersonic bomb and one more pissed off enemy- nothing that benefits our society.

I'm more worried about what this will do for balance of power issues with China or Russia. Russia had a huge fit and almost went military to resolve the missile shield that gave us first-strike capabilities.

Given the purpose of the thing I don't think that they cared if their victims got radiation poisoning.
