Identifying the actual people? Next to impossible. And then you have to sort out the people that would actually commit rape from the people who are just unwittingly part of rape culture. I mean, raising awareness, things like slutwalk, that's the movement equivalent of asking people not to do it, and it still happens.
But yes, that is what rape culture is. And asking people nicely won't change that.
Educating and social restructuring will - I mean, the Goodchilds study was on High School Students - so if we started educating them at that age about the social issues of rape, discouraged the idolisation of male sportsmen that is rife in American culture, etc. Maybe we'd start to tackle the underlying issues of Rape Culture.

This always gets me as a retarded statement, because, you know, someone predisposed to mug/rape/etc isn't going to stop because you say that.
Muggers SHOULDN'T mug people, but they do, and whilst they do - take precautions.
But people might take safety measures if they're aware of the issues. I mean, that's the basis of safety talks given in schools etc.
