If you fired both shots in a shotgun, it would destroy the gun. Plus, a sawed off shotgun can be any shotgun that had part of the barrel removed, not necessarily a double barrel.

The BBC had some expert explaining in detail earlier, if they so much as fire a weapon they are suspended and investigated before they are allowed to carry a firearm again.
There was an interesting photo shown on the news earlier, it has 3 or 4 officers with machine guns pointing towards him (I assume anyway, the "expert" mentioned it, he also said they were <20ft I dunno how he could tell that) and one with a taser looking quite worried.
I cant find the exact one, but the third image in this has the same person.

Also on the video of the shooting (Not the one on the BBC article I just linked to, but the one broadcast on Sky News) has a single distinct shotgun sound. With much shouting about dropping the gun leading up to it and not much shouting after.
