You are going to use certain items in a war.
Incendiaries, AP mines, etc.
Making promises that you have no intention of keeping when the shit actually hits the fan is ridiculous.
Anti tank mines are a significant portion of modern military strategy. They can control or even halt enemy armor advances and significantly alter the course of an engagement. They are also pretty much fucking useless without AP mines.
You see people aren't afraid of anti tank mines because people don't generally set off anti tank mines. enemy soldiers can take apart your field easily. This is why the American volcano mine system includes an AP mine occasionally in a field of AT mines. It doesn't take many, just enough to make the enemy think twice about galavanting about the mine field without due caution. With the occasional AP mine, the advancing armored units have to stop and call in specialists in order to handle it, whereas otherwise they could just send in the supporting infantry to handle it unaided.

Sure. But GATOR mines can be dropped from a strike fighter anyways. A single fighter can drop several minefields at random locations. So while you can deploy them easily and at random, the enemy has to seek them out and progress extremely slowly while doing so.
Mines aren't really intended to be that effective. Slowing and channeling the enemy is the goal there.

However, it's important to note that while land mines are a very cunning and effective method of stalling your enemy during a war, the biggest problem that comes from land mines are overuse, and inevitable forgetting where they were. Once ordinary people resettle the frontline you have [I]a lot of [/I]innocent lives endangered by leftovers from a war. This can be easily fixed by either extreme demining or artillery exercises over the mine fields, but both take time, money, or both.
