Sounds like a case of small town syndrome. People take local goings-ons too seriously and take it upon themselves to deputize and try to police the very few, if any, things going on around town.

Did a little more digging, apparently the sheriff has a long history of abuse of power, this doesn't surprise me at all really, Ottawa County is similar because the police are forever bored and most people know not to fuck around on the weekends and the end of the month because they camp out on the main roads to fill their citation quotas. My state is really weird.

Sounds like it's probably some secret organization that uses this police force as a front for funding. I wouldnt be suprised if it was government rum.
